正确记录《油类记录簿》 20110220发布时间:2011-02-23

(编者按:本篇于20112月份根据IMO2010118 MEPC.1/Circ.736发布的ANNEXGUIDANCE FOR RECORDING OF OPERATION IN THE RECORD BOOK PART I MACHINEERY SPACE OPERATIONS (ALL SHIPS) 》进行更新修改。)

 

正确记录《油类记录簿》

 

《油类记录簿》是船上重要的、享有法律效力的船舶防污文书,是各港口国检查(PSC)的必查项目之一。根据《MARPOL 73/78》的规定,凡150总吨及以上的油船、400总吨及以上的非油船,均应设有《油类记录簿》并正确记录。油船应备有两种,一种用于机器处所的操作,由轮机部保管;一种用于货油的操作,由大副保管。

一、《油类记录簿》的内容

每当船舶进行下列任何一项作业时,均应填写《油轮记录簿》。

1、机器处所的作业(所有船舶)

1)燃油舱的压载或清洗;

2)燃油舱的压载水或洗舱水的排放;

3)残油(油泥)的处理;

4)机器处所积存的舱底水向舷外的排放或处理;

5)在港期间加装燃油;

6)意外或其他特殊情况下的排放。

2、货油/压载的作业(油船)

1)货油的装载;

2)航行中货油的内部转驳;

3)货油的卸载;

4)货油舱的清洁压载舱的压载;

5)货油舱的清洗(包括原油洗舱);

6)污压舱水的排放(但从专用压载舱排放者除外)

7)污油水舱水的排放;

8)污油水排放作业后所使用的阀门或类似装置的关闭;

9)污油水舱排放作业后,为清洁压载舱与货油或扫舱管路隔离所需阀门的关闭;

10)残油的处理;

11)排油监控系统的状况;

12)意外或其他特殊情况的排油。

所有船舶机舱处所《油类记录簿》的记载,都应按《油类记录簿》前页的记载细目综合一览表所规定的作业代号和细目数码填写。

二、《油类记录簿》记录中常存在的问题

就机器处所《油类记录簿》的记录来说,在船舶上有的轮机长自己记录,有的是有二管轮或三管轮操作后,先记录初稿,再由轮机长复核后正式记录。无论何种方式,我们经常了解到,船舶上管轮对《油类记录簿》的填写不熟练,记录不够规范,导致PSC检查官的质疑,轻则记录缺陷限期整改,重则罚款,甚至导致扣船。收集到记录中常存在的问题主要有以下几点:

1、对记载细目综合一栏表不熟悉

《油类记录簿》前页的记载细目综合一览表,是国际统一标准(200711生效的为最新修订版),包括8项作业,以字母A~H表示;26类细目,以数码1~26表示。有些轮机员,并不熟悉里面的含义和去详细理解里面的要求,以致错误多多,要么内容不能简单扼要,写了一堆,人家看不懂;要么混肴符号字母与细目数码;甚至有人随意更改,墨迹斑斑。

2、船舶的作业,未按规定记录

《油类记录簿》要求记录的作业,当事人没有按规定记录。在船舶检查中,我们经常发现在轮机日志上有记录在某港口有添加燃油的记录,翻起《油类记录簿》缺没有发现对日期的该项作业,而询问为何没有记录时,得到的回答是忘记了;也有人回答不知道该项作业,不知道要记录到《油类记录簿》里面,这是典型对该项要求不清楚。

3、记录的数据与实际残油量不符

抵港后,所记录的残油或舱底水的存量与实际情况相差太大,不切合实际情况,甚至出现记录存量多于实际存量,让人有怀疑在港有排放污水或私下处理废油的嫌疑。

4、记录的油渣处理量与国际公认估计量偏差太大

燃油及滑油净油机每日产生油渣量,应符合《MARPOL73/78》公约预测和国际公认估计,对于MDO,约为消耗量的0.5%;对于IF180,约消耗量的1%;对于IF380,约为消耗量的2~3%PSC检查官在做检查时,经常对船舶该航次的燃油消耗量来推算该航次油渣产生及处理量是否合理,但不幸的是,我们也经常听到这方面的缺陷被记录。

5、签字不完整

每页记满后,需要由船长审阅、签字,在检查时,也时常发现记满页,没有送到船长那边审阅签字。

6、记录的油渣柜的名称及其容积与IOPP附录不符

记录的油渣柜的名称及其容积,必须符合国际防止油污染证书(IOPP)附录的表A或表B,但有的人记录时,未详细了解IOPP上的附录的记录,凭个人感觉或日常的称呼来填写,导致发生记录的名称与容积不符,而被记录缺陷。

三、《油类记录簿》填写的注意事项

1)应在《油类记录簿》指定的页上描绘本船油水舱柜布置图,并填写各油水舱柜的容积。

2)《油类记录簿》中的每页的船名、登记号或呼号应记住填写,不得遗漏;

3)对于非油船,应将每页之首的货油/压载作业(油轮)的字样划线删除;

4)填写《油类记录簿》,应采取记载细目表中规定的项号和序号,即除地点、方法用文字写明外,其余一律使用序号;

5)要按船上实际情况填写《油类记录簿》,如按机舱舱底水每天产生的数量,每隔一定时间使用油水分离器和过滤设备进行处理;如燃油产生油渣量为1%,则根据主机每天耗油量和焚烧炉的能力来决定使用焚烧炉的时间;

6)《油类记录簿》应逐行、逐页使用,不得留用空白间隔;所要求的记载细节,应按日--年顺序记入空栏内;

7)每次操作完后,直接操作负责人(管轮或轮机长)签字;

8)每页使用完后应速递交船长审阅、签章;

9)每次污油水的处理时间(包括开始时间和结束时间)和具体船位要填入《油类记录簿》;

10)航行中每周测量所有污油舱(柜)一次,并记录。同时,到港前再测量一次,并与航行中所测量数值比较、核对。检查与航行中应该产生的污油水量是否有误差,实际测量数值与偏大与计算值为好;

11)垃圾处理要记入大副的《垃圾记录簿》中,不用记录在油类记录簿中。但轮机长应对何时处理(焚烧)多少垃圾要有记录,并将记录以字条的形式存放在《油类记录簿》中或放大副处,以备检查。收集烧尽的炉灰留船,待岸上回收,并索要回收证明。

四、《油类记录簿》填写格式范例参考

1、燃油机润滑油添加的记录

油料添加时船舶常遇的操作项目,也是《油类记录簿》经常记录的项目。

H26表示加油项目,26.1记载加油的地点,26.2记载装油起讫时间,日期(格式日--年),26.3记载各油柜编号、油料种类、加入数量、各油料添加后总存量以及最后实装油料总量(加装燃油需记录添入燃油的含硫量)。

2、含油污水(Bilge water)处理

1)处理和排放的记载

机舱污水处理或排放是船舶经常操作的项目,也是《油类记录簿》机场记载的项目。

机舱污水排放入海,作业前必须征得值班驾驶员许可,并记下操作开始和结束的时间和船位。因为机舱污水排放入海,必须:

l         不在港区和海上特殊保护区域(原先离岸最近12海里的要求已废止It is noted that the previous MARPOL requirement of the ship to be more than 12 nautical miles from the nearest land has already been abolished);

l         船舶正在航行中;

l         经许可的15 ppm分离设备以及15ppm的指示表、警报器和自动回流装置(三通阀)等有效运作。

字母D表示机器处所所积存的污水以非自动方式排出舷外;数码,13记载排放或处理的数量,14记载排放或处理开始和结束时间,15.1记载通过15ppm设备开始和结束的时间、船位和油污水收集柜内最后剩余量。

If during the separator operation the sludge collecting valve has been activated and the collected sludge has been turned into the sludge tank, the following entry has to be carried out the ORB.

航行中使用焚烧炉,应尽量远离陆地,以避免污染沿海国大气,尤其200551MARPOL73/78附则VI防止大气污染生效后。

12.3记载油渣焚烧,需要注明作业的全部时间,说明废油柜******容积和现存废油量,说明废油的处理数量,注明废油柜中留存和排出的数量。

4、机舱油渣和油污水存量的记载

C11记载油渣收集,C11.1舱柜的名称与原C11.2 舱柜的总容积,C11.3 舱柜现在的存量,新增加了C11.4 如果该柜有从其他柜收集油,其他油柜的名称和从该柜转驳的数量应记录。

记载机舱内油渣和油污水的收集,还应记载包括上次的累计数量;记录的时间要求,最新修正要求每周记录一次,不论在航和在港。
